Patient Access Louisiana (LA) Legislative Session
The Why
Starting in 2015, a need arose in Louisiana to form a coalition that would monitor issues related to patient access to (and affordability of) prescription medications. Conversations about this important issue were disparate and loose across constituent groups including third-party patients, physicians and business organizations.
Patient Access for LA was born.

The How
While the coalition was formed in 2015, Moore activated the coalition during the 2018 legislative session. It was time for proactive legislation that would ensure the billions in negotiated discounts and rebates that biopharmaceutical companies pay to pharmacy benefit managers are passed on to patients in out-of-pocket costs at the pharmacy counter.
The legislation in Louisiana was first-of-its-kind nationally and required a significant amount of groundwork and education to ensure the complex issue and its impact was understood by all stakeholders. Moore worked with each stakeholder group to make sure the urgency to activate was recognized in a legislative environment that also included policy proposals for prescription drug importation and other prescription drug pricing battles.
